Ángel Eduardo Midence Ochoa

Vice Minister of Integrated Health Services Networks, Ministry of Health, Honduras

Dr Ángel Eduardo Midence Ochoa serves as Vice Minister of Integrated Health Services Networks at the Ministry of Health of Honduras, where he oversees the planning, organisation and performance of the country's integrated health service networks. In this role, he leads efforts to strengthen equitable access to healthcare services, medicines and specialised care, while coordinating engagement with national and international partners.

Prior to his appointment as Vice Minister, Dr Midence held several technical and leadership positions in public health and international development. He served as National Monitoring, Evaluation and Learning Manager for the USAID/PEPFAR programme in Honduras and worked as a consultant on climate vulnerability and global health security initiatives with organizations including Palladium International and USAID EpiC. Earlier in his career, he coordinated the Health Service Coverage Expansion Programme at the Ministry of Health of Honduras.

Dr Midence has extensive experience in health systems strengthening, epidemiological surveillance, monitoring and evaluation, maternal and child health, health financing, quality improvement and global health security. Throughout his career, he has worked closely with government institutions, multilateral organisations and development partners, including PAHO, the World Bank and the Inter-American Development Bank, to advance evidence-based policies and improve health outcomes.

A medical doctor by training, Dr Midence is recognised for his commitment to strengthening public health systems, promoting accountability and fostering collaboration across the health sector.
