Multi-year pledges and commitments from donors provide countries with predictable funding that is essential to launching lasting immunisation programmes. From the outset, Gavi-supported countries are required to contribute a portion of the cost of purchasing their vaccines. The co-financing policy helps countries lay the foundation for programme sustainability after Gavi’s financial support ends.

Shaping vaccine markets to make them work for developing countries is another core component of our public-private partnership business model and a vital part of delivering sustainable immunisation programmes. Our market shaping activities are greatly enhanced by long-term funding commitments that give manufacturers visibility of future demand, which in turn helps to ensure affordable and sustainable vaccine prices.

FOUR PILLARS

The Gavi resource mobilisation model rests on four main pillars:

  1. reaching out to current and new public and private partners with a diversified portfolio of instruments (direct contributions, innovative finance mechanisms and platforms)
  2. increasing ownership of implementing countries through co-financing
  3. influencing market shaping through new market entrants and price reductions in vaccine manufacturing
  4. mobilising the strong advocacy of civil society networks while involving a wide range of partners.

About Gavi’s 3rd donor pledging conference

Gavi’s 2021–2025 Investment Opportunity was launched at a high-level meeting hosted by the Government of Japan in Yokohama on 30 August 2019. Participants were presented with the 2021-2025 Gavi Investment Opportunity to help countries prevent disease, protect their communities and, above all, prosper.

On 3-4 June 2020, a high-level event hosted by the Government of the United Kingdom will mark the culmination of Gavi, the Vaccine Alliance’s third pledging cycle.

In its next strategic period, 2021–2025, Gavi will support the roll-out of the most comprehensive package of protection to the world’s poorest countries in the Alliance’s history. With countries squarely in the driving seat, Gavi will help foster long-term sustainability and vaccine supply security through its unique transition model and market shaping efforts.

Our work together – leveraging donor financing, empowering countries, shaping sustainable markets – will :

  • Allow us to achieve the Alliance’s goals and reach a further 300 million children between 2021 and 2025 and, through the full protection of the broadest vaccine portfolio in history, save an additional 7–8 million lives.
  • Catalyse country contributions of US$ 3.6 billion in domestic co-financing and self-funded vaccine programmes.
  • Contribute to a further US$ 80–100 billion in economic benefits.
  • Enhance the competitiveness and supply security of at least five Gavi-supported vaccine markets

SECOND DONOR PLEDGING CONFERENCE (2016-2020)

Gavi’s 2016–2020 Investment Opportunity was launched at a high-level meeting hosted by the European Commission in Brussels on May 20, 2014. Participants were presented with the 2016–2020 Gavi Investment Opportunity to: (a) accelerate impact by immunising an additional 300 million children and averting 5 to 6 million future deaths; (b) reach more children with increased protection by taking from 5 to 50% the number of children immunised with the 11 antigens recommended by WHO; (c) and sustain past investments by building a sustainable future notably for the 22 countries who will graduate from Gavi support by 2020. To seize this opportunity, donors were called upon to replenish Gavi with an additional investment of US$7.5 billion and ultimately meet the total projected country demand for 2016–2020 of US$ 9.5 billion. Donors responded to the investment opportunity calling the US$ 7.5 billion replenishment ask ambitious but realistic and achievable.

The “Reach Every Child” Pledging Conference in Berlin was hosted by the German government under the patronage of Chancellor Angela Merkel and Federal Minister Gerd Müller – in Berlin on 26–27 January 2015. Chancellor Merkel was joined by H.E. Dr Jakaya Mrisho Kikwete, President of the United Republic of Tanzania and H.E. Mr Ibrahim Boubacar Keïta, President of the Republic of Mali, Erna Solberg, Prime Minister of Norway, Donald Kaberuka, President of the African Development Bank, Bill Gates, Co-Chair of the Bill & Melinda Gates Foundation, Ministers from more than 20 implementing and donor countries, civil society groups, CEOs of vaccine manufacturing companies, UN agencies and others.

Participants regarded the success of the Gavi pledging conference as an important early milestone in a critical year for defining the future of sustainable development. They also expressed their deep appreciation for Chancellor Merkel’s leadership in hosting the conference and the strong support and warm hospitality of Federal Minister Dr Müller and the German authorities.

FIRST DONOR PLEDGING CONFERENCE (2011-2015)

Gavi’s first replenishment culminated with a pledging conference hosted by the governments of the United Kingdom and Liberia and the Bill & Melinda Gates Foundation in London on June 13, 2011. Gavi’s first replenishment mobilised US$ 4.3 billion in donor pledges bringing the total resources available to Gavi for 2011–2015 to US$ 7.4 billion. Manufacturers also made commitments on vaccine prices and access.

On October 30, 2013, at the midway point of the 2011–2015 strategic period, the Vaccine Alliance came together in Stockholm to review the progress funded by the commitments made in London. The Mid-Term Review (MTR) jointly hosted by the governments of Sweden and Ghana presented the successes and challenges of delivering immunisation and demonstrated that the Vaccine Alliance was on track to achieve its 2015 mission goals: immunising 243 million children, with several vaccines, that saved close to four million lives.
