Fleur Davies

Fleur Davies is Assistant Secretary, Multilateral Health Branch in the Australian Department of Foreign Affairs and Trade. Ms Davies has more than two decades of experience in foreign policy, international development and global partnerships leadership roles. She leads Australia’s efforts to strengthen global health architecture, oversees partnerships with Gavi, WHO, UNAIDS and other global health initiatives, is a member of Gavi’s Programme and Policy Committee, and represents Australia on the Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria.

Ms Davies was Vice Chair and member of the Bureau for the WHO Pandemic Agreement Inter-governmental Negotiating Body in 2024–2025, culminating in adoption of the WHO Pandemic Agreement in May 2025. Previously Ms Davies has managed Australia’s relationships with Pacific countries; led engagement on development and humanitarian issues at Australia’s Mission to the UN in New York; and managed Australian aid programmes in Indonesia, Cambodia and Papua New Guinea.
