Johanneke de Hoogh
Head of the Global Health & SRHR Division, The Netherlands Ministry of Foreign Affairs
Johanneke de Hoogh, Netherlands, has led the Global Health and Sexual Reproductive Health and Rights division at the Department for Social Development at the Ministry of Foreign Affairs in The Netherlands, since 2023. She is a career diplomat and had postings in Luanda, Paris and Havana. From 2007 to 2011 Ms de Hoogh was deputy head of the Security Policy Division at the Ministry of Foreign Affairs of the Netherlands, coordinating and advising on Dutch NATO positions. From 2015 to 2020 she led the Eastern Europe Division at the Ministry of Foreign Affairs advising on bilateral relations with 26 countries in both Central and Eastern Europe.
From 2020 to 2023 Ms de Hoogh worked at the Independent Policy and Operations Evaluation Department (IOB) of the Ministry of Foreign Affairs, where she led independent research on international cooperation, humanitarian assistance as well as participating in peer reviews of Dutch Embassies in Africa. In February 2023 she delivered a broad Evaluation of Dutch humanitarian policy since 2015.
Ms de Hoogh has an extensive background in diplomacy, international security, humanitarian assistance, international cooperation and human rights. She brings specific expertise in programme management, research and evaluations.
Ms de Hoogh is a strong advocate for locally led development. She graduated at the University of Amsterdam in European Integration (1992) and holds a master’s degree in European Studies from the University Deusto (Bilbao, Spain,1991) as well as a Diplôme des Hautes Etudes Européennes from the Robert Schuman University (Strasbourg, France, 1990).
