Luxembourg has been a donor to Gavi since 2005 and contributes to the Vaccine Alliance through direct contributions.
Luxembourg’s contribution is multi-year in support of Gavi’s model on predictable sustainable funding. Luxembourg made a first contribution of €4.7 million (US$ 6. 5 million) for the 2005–2010 period. In October 2010, Luxembourg signed a multi-year agreement for the period 2011–2015 for a total of €4.1 million (US$ 5.4 million). At Gavi’s replenishment conference in Berlin in 2015, Luxembourg pledged an additional €4.1 million (US$ 4.5 million) for the period 2016–2020.
On 4 June 2020, on the occasion of the Global Vaccine Summit, Prime Minister Xavier Bettel announced a 22% increase in support to Gavi, taking the annual commitment from Luxembourg to Gavi to €5 million (US$ 5.6 million) for the next five-year period. In addition, Luxembourg provided €5 million (US$ 5.6 million) to support the Gavi COVAX AMC.
During the African Vaccine Manufacturing Accelerator (AVMA) launch on 20 June 2024 in Paris, Luxembourg announced having strategically reallocated US$ 3 million of their COVID-19 funding to AVMA.
For Gavi 6.0, Luxembourg announced €5 million (US$ 5.8 million) in renewed resources and maintains its current level to Gavi despite increased fiscal pressure and a shrinking national ODA budget.

Proceeds are the funds that Gavi receives from donor commitments, either through direct donor payments, funding raised in advance against future donor pledges through IFFIm, or AMC funds released by the World Bank.

Future contributions (for pledges at the June 2020 donor pledging conference): non-US$ direct contribution and Gavi Matching Fund pledges for Q3-Q4 2024 and for years 2025 and beyond are expressed in US$ equivalents using the “spot rates” from Refinitiv as at 30 June 2024 or using the rates applicable to any hedge agreement in place.
IFFIm contributions
Received contributions: non-US$ contributions for 2000–2023 and for Q1-Q2 2024 are expressed in US$ equivalents as confirmed by the World Bank Group’s International Bank for Reconstruction and Development (IBRD).
Future contributions: non-US$ contributions for Q3-Q4 2024 and for years 2025 and beyond are expressed in US$ equivalents as follows:
General notes regarding IFFIm contributions:
Due to IFFIm’s nature as a frontloading vehicle, yearly contributions paid into IFFIm can differ significantly from yearly proceeds transferred to Gavi.
While IFFIm grants are irrevocable and legally binding, they are subject to a Grant Payment Condition that can potentially reduce the donor’s amount due, in the event that a Gavi-supported programme country is in protracted arrears with the International Monetary Fund (IMF). Since 29 June 2021, no reduction applies, as all countries from the reference portfolio have cleared their arrears with the IMF.
