Norway is one of the original six donors to Gavi and has been among the Alliance’s strongest and most consistent supporters since its inception. Norway provides substantial political and financial backing support through direct contributions and innovative financing mechanisms such as the International Finance Facility for Immunisation (IFFIm), and Advance Market Commitments (AMCs), reflecting a broad cross-party commitment to global immunisation.

Between 2001 and 2025, Norway contributed a total of NOK 22.3 billion (US$ 3.1 billion) to Gavi programmes, through direct financial contributions, the PCV AMC, a PVP transfer of US$ 19 million to the Big Catch Up, and IFFIm contributions. Norway committed NOK 1.664 billion (US$ 206 million) to the Gavi COVAX AMC, of which NOK 1 billion was channeled through IFFIm. Norwegian contributions to IFFIm for COVAX AMC amount to NOK 100 million per year between 2021 and 2030.

Norway announced a total commitment of NOK 8 billion to Gavi for the period 2026-2030. This includes NOK 5 billion (US$ 493 million) to Gavi 6.0 through direct contributions, as well as long-term commitments through IFFIm. During the 2026-2030 period, proceeds to Gavi from Norwegian IFFIm commitments to Gavi core amount to US$ 124 million (NOK 1.3 billion). Proceeds to Gavi from IFFIm, a frontloading instrument, are a result of Norwegian contributions to IFFIm over 10 years, of which NOK 515 million per year between 2026 and 2030.

In addition, Norway has invested US$ 53 million (NOK 530 million) to fund pandemic preparedness via Gavi through investments in the Vaccine Coalition (US$ 2 million), the First Response Fund (US$ 25 million), and the African Vaccine Manufacturing Accelerator (US$ 26 million).
